Just wondering how Lapel Stick is different from regular glue sticks.

Also, could it be used on the corners of heat-away clear film stabilizer to hold fabric in place for hooping?

It is so much more costly that the regular glue sticks.

Lapel Stick is a temporary fabric adhesive, non-toxic, acid, free, water soluble.  

I too would hesitate to spend that much money as I have found Ailene's works well for my projects.  You have a choice of acid free, or not. 

You could test the glue as you intend to use it to see how it works for you.  I would keep the glue away from the area to be embroidered as the heat process needs to activate the "melting" properties of the stabilizer.  The glue may block this reaction.

I just wondered how it compared with the regular Elmer's. I have used Elmer's sucessfully for basting trims.

You cannot hang 100 pounds from it, but it is a very good product.  I suppose it depends on whether or not the glue is permanent or temporary.

Use as directed!
