Before you purchase expensive software see what your EM will do for you.  Use the built-in fonts to create the wording and the the frame feature for adding a border.

With regard to software.  At the very least you will need a product that will let you view downloads.  Computer operating systems do not read ME formats.

All ME software products read all the formats used by home embroidery machines.  You will have to read the software's computer requirements before making a purchase.
