I choose a design that comes in two sizes: 2x2 and a5x5.

but I need it to be 2 3/4 by 2 3/4. Can I enlarge the smaller size to 2 3/4, or reduce the bigger size?

You can.  If you have a software program or embroidery machine that changes the stitch count as well.

Reducing from 5 x 5 to 2.75 x 2.75  without changing the stitch count will end up with a very stiff (aka, bullet proof) and distorted design as there will be stitches on top of stitches.  You may also break needles and possibly impact the timing of the machine, which will necessitate a trip to the dealer for service.

Enlarging from 2 x 2 to 2.75 x 2.75 without changing the stitch count will leave thin spots and holes.
