CAN YOU TELL ME IF THIS PTOGRAM WORKS WITH WINDOWS 7 AND WHAT SIZE HOOP DOES IT USE FOR THE DESIGNS?

Your computer's operating system does not matter as these are designs and not a software program.
The hoop requirements are listed near the bottom of the overview screen for this design package.

IS THIS A CD THAT YOU HAVE TO PUT IN A COMPUTER TO BE TRANSFERED THE PES VERSION OF THE DESIGN TO AN EMBROIDERY CARD READER THAT GOES INTO MY EMBROIDERY MACHINE. I ASK THIS BECAUSE I HAVE PURCHASED OTHER CD'S AND THE WINDOWS 7 PROGRAM WOULDN'T READ THE CD FOR SOME REASON TO TRANSFER THE DESIGN FROM THE CD TO THE CARD FOR THE EMBROIDERY MACHINE. THE HOOP SIZE SHOULD BE OK AS MY MACHINE GOES UP TO A 6 X 10.
