I have been trying to use the layout and editing portion to embroider a name. When I make the letters the size of the grid on the software the design stiches smaller. When I increase the lettering size it becomes HUGE on the software.
My goal is to embroider a name with the letters fitting within the 5 x 7 hoop size.
Can I size my letters by just putting in dimensions I want for each letter without dragging the letters?

I believe you are referring to PE Design and not PED Basic - http://www.brother-usa.c...oftware/digsoftware.aspx
I have an older version of PE6 and this is how my program works.
If you wish to do so, with the grid on the screen, click on display and change the size of the grid.
Click on the Text button on the left side of the screen and select the font and letter size in the toolbar that appears near the top of the screen.
Click on the grid/design page. The Edit Text Letters Menu will open and you can type the letters you want to use.
Change the size of the lettering anytime by clicking on the Text button (left side of screen).
